DSRIP Achievement Values (AVs) are the points given for reaching milestones in a given reporting period. AVs are calculated as either a 1 or 0, which correlates to either “meeting” or “not meeting” a milestone; when no AV applies to a reporting period, the AV will be reflected as N/A. Furthermore, organizational AVs (such as Workforce) apply to all 11 projects. This means that if an AV for Workforce is not met, it is not met across all 11 projects. Thus, financial penalties for not meeting the PPS commitment to workforce may be in the hundreds of thousands of dollars.
There are four aspects to the Workforce AV:
- Workforce Strategy Budget Updates
- This is based on the Workforce Strategy Budget commitment made in the Project Plan Application.
- Workforce Impact Analysis and Updates
- This will provide details on the workforce impact and placement impact for redeployed and retrained staff.
- New Hire Employment Analysis and Updates
- This will provide details on the number and types of new hires.
- Prescribed Workforce Milestone #4
- This includes the Compensation & Benefits Analysis.
NOTE: To avoid violation of anti-trust laws, PPSs are advised to utilize an independent third party to assist in capturing wage and benefit data. Wage and benefit data may be required in Workforce Strategy Spending reporting and Workforce Impact reporting. When in doubt, PPSs should contact legal counsel with respect to potential anti-trust issues.
