What will the healthcare workforce look like in 5 years? How about 10, 20, or even 50 years? As our healthcare focus shifts to more of a prevention-based model, the jobs related to healthcare will need to evolve as well.

The healthcare workforce encompasses all health professionals and workers who contribute to the delivery of health care. This workforce includes not just doctors, nurses, dentists, and pharmacists, but allied health positions such as medical assistants and physical therapists. It also includes health professionals who work in non-healthcare settings.

As part of DSRIP, organizations will need to identify important steps to make sure that they have the right healthcare workers in place.

Workforce Strategy is just one of many DSRIP areas of focus. Arguably, Workforce Strategy is one of the more difficult to plan for, implement, and evaluate.

In New York, the organizations responsible for the creation and implementation of a DSRIP project are called Performing Provider Systems (PPS). While planning for DSRIP, each PPS evaluated a number of areas related to workforce, including:

  • Where does care need to be provided?
  • How can patients be provided the best possible care within the continuum of care?
  • What is the total cost of care in the entire PPS population?
  • What data will help us fill in the gaps in our knowledge? What else do we need to help us fill in these gaps?
  • What does the PPS workforce look like currently, and what will it need to look like in the future?

What impact will DSRIP have on New York's healthcare workforce?

For New York, it is estimated that there will need to be around 25,000 new hires, which is around 3% of the PPS workforce.

The jobs impacted by DSRIP will primarily be hospital-based, while the new jobs to be created will be office or clinic-based.

If the goals of DSRIP are met and there is a reduction of 25% of all Medicaid hospital admissions, the resulting workforce impact will be greater coordinated care and integration of systems.

DSRIP requires a transition from pay-for-volume to value-based purchasing and utilization-based reimbursement. In value-based purchasing, health care providers are given financial incentives to improve the quality of care they provide. Therefore, there will be a shifting of care and services from the emergency room to ambulatory and clinic settings.

Currently, PPSs and providers are in the implementation phase of DSRIP. Providers will need to balance providing better care for more people, quality, cost, and access. As a result, there will be a need for increased staffing among important positions, which include care managers, case managers, social workers, and patient navigators.

As technology continues to revolutionize the healthcare industry, there will be a higher demand for decisions based on data and metrics. The continued evolution of accountable care will also play a huge role in tomorrow’s healthcare workforce. New skills will be needed for this workforce to work with new technology, which will include more real-time metrics, more data, and the patient as a whole.

  • Aging health care providers, so need new generation to take place

Why is workforce reporting important?

In regards to DSRIP, workforce reporting is an organizational Achievement Value (AV) and runs across project lines. AVs are points that are given for achieving milestones in any given reporting period.

If the Workforce AV is not met, it is not met across all 11 projects. Therefore, workforce reporting is an extremely important piece of the DSRIP project.
